While I appreciate the intent of the OP, something needs to be addressed which I feel may in fact only be encouraged by this post.
Something I have noticed is that there are a _lot_ of orgs that are basically copies in their setup and intent. Another thing is that many of these are rather pretentious and boast a 'leadership structure' which often is simply pulled out of thin air and has no real meaning or function. Also it's quite obvious a lot of these organisation founders have no clue about what it means to lead an organisation and just copy/paste something they like and throw in a Discord server and maybe a template website for good measure.
It would appear that a lot of players 'attracted' to DU are rather egocentric and want to 'have their own little kingdom' which is actually not a good development at all and potentially could (seriously) degrade playability in the end. Now I am sure a lot of these orgs will simply amount to nothing and just fizzle away once the game gets going but really, you should _first_ see what is out there that matches your vision and ideas and only set up anew org if you can't find any. Most of these 'I am a huge org with massive structure' one-man setups will simply be squashed when the game actually goes public and a number of well organised huge member count groups march in to the game, I know of at least three that will make the larger orgs in DU now look like boyscouts as they have actual leadership structure and a large group of 'workers' who know what to do and when.
NQ has quite the task ahead to clean up and restructure the way Organisations are able to be effective in the game as right now, most are driven by what they want instead of what NQ is actually planning/allowing, much of which we do not even know yet which is part of the problem because too many are just making stuff up right now.

We're still knee deep in pre-alpha, as seen and stated in any and all media released up to this date, so i'd be comfortable to say Alpha2 is quite a long way out when considering normal development projection with some allowance for further delays. Now it _may_ be NQ decides to grant access earlier which may or may not be a good idea for any number of reasons but as it stands it's access at Alpha2 and I would not expect that milestone to be reached before summer, more likely towards the end of the year if we and NQ are lucky and nothing unexpected pops up.
But in the end it's only for NQ to decide and make any announcements on this. Anything else me or other backers may say here is our opinion and/or interpretation of what we know.

I doubt anyone will even bother with taking over the entire planet using TUs, when you only need to prevent others from coming there, first by force and then by reputation.
Let´s say planet is colonized by 20 smaller organizations. These eventually start fighting and one by one they are destroyed by their enemies, until only few remain. I think this will take really long time to happen and it will still be a long way to world domination from there.
But when it happens and planet will be claimed by one organization, said organization will be strong enough to keep everyone from the planet. Of course, someone may slip through the defenses, but you can´t hide somewhere forever. If those few players are found, there will be nothing preventing said huge organization from declaring war and obliterating them easily.
In the end, nobody will dare to enter that planet without permission of the organization, unless they are some sort of spies or secret forces of their enemies that will be sent there before major war begins.
Keeping TUs active can end up being costly thing and I doubt anyone would willingly spend all those resources just to keep random forest tile on the planet under their empire, when nobody would dare to come there anyway.

There's no problem when its the result of two people interacting using the tools available. If you get scammed you took a bad deal, if you were oblivious to that then it's your own fault.
