There is a forth situation. It is called civilization. It is where large groups of people band together, agree to live under a set of rules for the peace and betterment of all. This will also exist in Dual Universe.

I have a completely different opinion then Lethys. I believe that form IS function. Right now in the game, A cube is a bad design, because front surface area effects speed. the fastest ships are long thin tubes. But even that is flawed, because adjusters work better the further out from the center they are. So it is a balancing act between turning, lift loss during turning (in atmo), speed etc. Aside from all of that. There is a "wow" factor to consider. A well organized squadron of sleek looking ships is going to have a reputation factor attached to it. There will even be some who are willing to trade a small amount of performance for a bit of glitz. Some won't of course, but only time will tell how that plays out. I strongly believe that there will not be one PERFECT ship in this game, but rather many different ships with different focus attributes.

This isn't really the way Voxels work. I will ALWAYS put some effort into making my ships look great. If it turns out that the best PvP ship is a 12^3 cube, then I will bend the verticies of the 12^3 cube to make the nicest looking PvP ship I can. It will still be 12^3 voxels, it will just render like something else.

While I also could speculate about the developers subjective opinions on what is reasonable, i decided instead to focus on practical objective reasons. Both could be true, maybe neither is true and they will come out with an offline ship editor at some point. That is why I used Improbable, rather then speaking in certainties.

This is highly improbable. 1. they will not want to spend resources developing this. 2. as soon as the server is up 24/7 it will be moot.

It has also been intimated ( I don't remember where ) that there might eventually be MORE arks. It might be that a year from release, when Alioth has been terraformed into a giant city, that new players will spawn on a different planet, in a different ark.
