Yes you can perform CPR on someone from lack of oxygen but not being shot in the head.

 

Being able to perform CPR in any circumstances is kind of magic to me.

I don't quite get why you think that a quantum entanglement process like the RN takes the same amount of energy as a revival mechanic.

 

Twerk only suggested a mechanic like in dnd: you have 0 hp and you're incapacitated. Can't move, can't speak. But not dead. Now the cleric can come to you and cast a cure light wounds on you and you're up again. If you're dead (at -10hp) then the cleric has to RAISE you. Which costs 5k in diamonds and is a high level spell.

See? Same mechanic: cheap revival of your comrade if they fall and very expensive if the die. Same thing here in DU:

 

A medic can heal you which doesn't require much energy (which isn't described in the lore). But if you die, the rn takes over and needs alot of energy (as described in the lore)
