It seems that your point is about ppl having to work for the knowledge and experience if knowing the elements and knowing how the game reacts to the elements.
But that knowledge is easy to (unfairly) get without a build sandbox.
PPL that join a big org, will have all parts available to them. And all they did was having a friend on an org. That's not having worked for the knowledge.
You can also watch streams and get knowledge without playing the game.

So at the end. All you are preventing from not having a sandbox, is that lone players get screwed.

This blocks the inflow of random new players. While making the gap between big orgs and lone players even bigger.

Ok look all, you're not getting to play football / soccer / basketball / whatever team sport on your own. Makes no sense. Is it that hard to understand that a "civ building game mmo" is a team game? No it's easy because everyone here have at least 2 braincells. Want to lonewolf a team game? That's on you, i don't see any need to cater to that.
Good luck with this pipedream hope.

If you want to play a game where you as a lone player can compete with a group of 20+ players, go find a new game. Maybe one exists.

 

If you are committed to being a lone wolf your ships aren't going to be as cool, you aren't going to have as much knowledge, and it is going to take you a lot longer to get anything done. That's the way was designed and it is a good thing. This isn't like other MMOs where you solo grind to max level before thinking about joining a group.

The org advantages get exponential with the org numbers. 

We are not even talking about solo here. 

A 10 member org will not be able to compete in anyway with a 100 member org. 

And this is one of the advantages the bigger org has. 

The world you guys want for this game is a world where some single org won. 

The world want for this game is a world where the big org needs to work to maintain leadership.

Nice idea, I can see this work within a Virtual Environment, like you go in to a Tube and you can build what you want in it and maybe save a screenshot of your creation? maybe even make it in to a picture for a wall painting to decorate your house etc in the game world or to sell your art to other people as decorations in the markets. It could even generate miniature statues again got decoration.

Yet you have to keep the focus on the Sandbox World please, not  ask for separate world that have nothing to do with the interaction with other players.

This is am Open ended Sandbox MMORPG, not a Solo game such as Minecraft etc.
