Honest feedback. Trust me this will work. 
 
1. Reduce taxes/maintenance costs. First territory minimal, scales thereafter as current system (individuals and org).  Alternatively have this 100% linked to income producing assets such as mining units. This would prevent community driven constructs and tiles from shutting shop. 
Yes you can circumvent with an alt army or by all org members pitching together but in all honesty you can with most things. This can create some really emergent game play like territory theft and encourage team work at risk if trying to dodge taxes. 
 
2 . Do NOT carry scans over to production. Doing so you will tip the scales against the little guy. Don't DU it. 
 
3. Simply make brakes smaller if no stacking available. 
 
4. Make tile resources infinite, or atleast renewable via some mechanic. Noone wants to be moving every x months. I see a pool value is still in, this may be a place holder UI. Can NQ please confirm? 
 
5. While the mini game and subsequent surface spawning is a token effort, make it a large chunk of specific material related to what's being extracted instead. This can be a significant portion linked to a timer and or event, which could encourage emergent gameplay in future builds.
 
Noone enjoys surface mining, there is a portion of population who enjoys mining chunks however. This would also satisfy industry blockages, which will likely occur.

resolving the problems would probably not be too hard.
here are some suggestions:
1. territory costs should be cheap for the first tiles.. then increase exponetially.. stop the possibility to have players claim unlimited number of tiles using orgs/suborgs.
2. delete all existing scan results and make it a lot harder to identify the mega tiles. make it impossible for single orgs/players to claim a high quantity of them. we've seen players finding patterns before, scanning full planets and being able to claim all undiscovered mega nodes of high value within months before.
 

UPDATE: 
 
Today was an interesting day at Talemai.  But one thing is for sure, Waste Management was wise in contracting out the military operation part of the Blockade to Unexplained Atomics.   Many haulers who live in the Inner planets tried to come in or leave with stolen Talemai ore and were quickly delt with.  On top of that two separate attempts were made to attack the blockade.  This is unacceptable and will be considered an act of war.  Both were easily delt with.  The highlight was one ship looking like a box filled with guns made some sort of Kamikaze attempt and came barreling toward talemai at 29,999 km/h and as it was shot at it finally disappeared into the atmosphere where we presumed it slammed into the planet.  A salvage operation was quickly dispatched.  Make no mistake, Talemai stands firm and is under control.  The LOCKDOWN is and has been 100% successful.   The OPA will not stand for any unethical treatment of its miners, nor allow the Inners to come in and steal ore for themselves.

any ships of this soo called waste cooperation  firing on travelers to Talemai will be fired upon them selfs lets this be a warning before setting up this soo called lockdown of a sovereign Planetary system without any real proof of this pollution
