No Player-Owned Honeycombs or Elements Inside Public Buildings

Based on the recent harassment of a far-right player to all other players who wanted to use Alioth Market 6 (he blocked teleporters with his construct honeycombs and placed a number of big obcene swastika ships all over the landing platform) I suggest this:

It should be impossible for an player-owned honeycomb or element to be placed, if it is inside any public building, like a market. This way, no player can anymore harass other players by blocking exits or entrances or any other possible escape routes.
