Did the suit weight system break with the patch or was it always thus?

I have been warping around getting scans done etc for Demeter.

My shuttle makes my longest run with 4 cells.

I did a run back to base picked up a territory unit and some honeycombe total weight about 21.5t

Put in my suit and it came up at just over 15t (due to suit skills)

On my trip back I used 6 cells in stead of 4.

So, it seems that even though I have skills that lower the mass my ship says  "no, you suit skills are irrelevant"

For those who dont know, you can carry up to 20t in your suit and you ship will say you weigh nothing but if you go to say 21t the ship will count the full 21t

I was under the impression that ship calculates the weight you suit says you have on you and not the weight it would have been without skills.

Has something changed or was it always broken?
