How exactly does DAC work?

I'm definitely interested in supporting this game, and will gladly get a kickstarter package to help with that, however I have some concerns regarding DAC. First, how does DAC work in terms of PvP? In games like EVE, other players can kill you and steal/cause you to lose your PLEX, EVE's equal to DAC. Will that even be possible here? Or is DAC bound to you? Second, if you are able to PvP for it, how will that work on the starter planet? Will other players be able to build up in the first day, then once they're geared up, they can fly around, killing other newly-started players for their DAC? If there's not special precautions on the starter planet and a few systems around it, I feel like there could be serious issues.
