Each ship will be functioning as its own government, the ships are going to work somewhat democratically while the central government will be headed by one leader. The captains will pretty much only report to the central government for contracts or to give there dues. As for smugglers, its pretty much the same except minor differences, which will be focused on as DU is later in development. Why does this have to be spirituality? Its not. We get our name from New Providence Island in The Bahamas, Its capital Nassau was a flourishing pirate safe haven back during the late 1600's to early 1700's.
