Not sure what you're talking about. They always said stargates will be the first major expansion after release, and they never confirmed interstellar travel will even be possible before then. Maybe you're confusing the "vision" with release 1.0 available features.

It's not final yet, but NQ has mentioned some ideas like the ability to scan potential systems you want to go to, then send a probe to the system (just a logical game mechanic, not a physical probe) that would take some weeks to get there, and then let you jump a ship to the system a limited number of times, with materials to build a stargate there to connect the systems.
