That intel is almost a year old. Alpha 2 is said to roll out this semester but nearly at the end of it we're still at alpha 1.

Are they handpicking players gradually to add them to the eligible player pool that can download the client ?
Otherwise, There is something clearly not as obvious as you are suggesting, given this question has been recurrent for the last year.
